Could be air in the system? Find the plunger/priming bulb. Is it soft when the engine is off? If so, it is air getting in somewhere.

If not, it could still be air getting in.

It could be the pump, but not very likely.

Although you say it is not the heater plugs l would still suspect the heater plug system, are they actually getting any power?

Failing that it could be the fuel lift pump not pulling fuel from the tank very well or it could be low compressions

You sure it is not the heater plugs? They are a bit notorious for this.

Apart from that, could indeed be the pump on its way out (though that is unlikely), leaks allowing air in etc . . .

not to alarm u in any way. Peugeot have had problems since 2002 whith their fuel pumps on the bosch & lucas system
the pump was breaking up & small fragments were going through the system
how to tell if this is happening is (remove the fuel filter housing top cover & look for fragments of metal)
do u hear a buz from under the rear seat where the lift opump is fitted. it should buz for 15 seconds when u turn the ignition on. if it does not buz the pump is faulty.
depending on the milage on the car the heater plugs normaly last between 60.000 & 80.000mls. but there is no saying this could be the problem.
