No it is not.

Yes it is. The timing chain or cambelt is used to control the timing of an engines valves.
Some use a belt some use a chain.

yes, because the crankshaft drives the camshaft
whitch must always be in time at 1/2 speed
while both terms are in current use and are interchangable in the automotive world if the same belt was used on a totaly different application for another purpose it would be called a ''syncro-belt ''or a ''gilmer'' [original makers name] belt
