Well, Peugeots break-down so often that they cause major traffic jams which would make it impossible for a terrorist to escape by car so l suppose that is some form of antiterrorism.

The peugeot 405 was discontinued in Europe in 1997. However, it is still being made in IRAN by the car company Khodro. Last year about 700 cars suddenly caught fire (un-attacked) & 500 of these were made by Khodro.
That ought to discourage any Iranian terrorists from buying one, or stealing one.
And they want nuclear power?.
